The Twenty-Category Target Was Wrong and Has Been Corrected

Structural
The archive planned for twenty categories in its first section and reached eighteen. The missing two were never content; they were query results wearing category names.
What the Number Was
Twenty was carried in every plan for months. It was never verified against what the twenty would actually contain.
What Was Found
Two of the twenty could not be written, only computed. One was a ranking derived from records that already exist; the other was ownership data already served by the certificate. Storing either as a written entry means storing the output of a query as prose, and prose does not update when the query would.
What Was Done
The target became eighteen. Nothing was deleted, because nothing had been built — the correction happened before the work, which is the only time a correction is cheap.

A plan that is never checked against what it would contain is a number, not a plan. This one survived months because nobody asked what the twentieth thing was.
