The register was built and tested against zero real pieces, because the alternative was to build it while people were already waiting to use it.
What This Phase Was For
Building the thing that assigns and holds numbers, before a single piece existed to be numbered.
It is an uncomfortable way to work. Everything is written against imagined use, and imagined use is always tidier than the real kind.
What It Cost
Two months in which nothing was visible from outside. Anyone watching would have concluded the project had stopped.
What It Bought
When the first hundred pieces arrived, the register did not need to be changed. That is the entire argument for the order, and it was not obvious in advance that it would hold.
