Preservation Objectives
- Halt further change without attempting to reverse existing change.
- Keep the object handleable, because a record that cannot be consulted is not preserved, only stored.
- Record condition often enough that a trend is visible before it becomes damage.
Current Condition
Cockling across the lower third, consistent with moisture absorbed and released slowly rather than a single wetting event. No mould growth found on inspection under magnification. Ink is stable and has not migrated. Two page edges are weakened but not torn.
The object was already in this condition when received. Nothing here is progressing under current storage.
Preservation Methods
Housed flat in an unbuffered enclosure, in a stable environment, with no attempt at flattening. Flattening cockled paper mechanically risks cracking ink that is currently sound, and the cockling is not itself causing loss.
Handling is permitted with support, because the alternative — sealing the object away — protects the paper by destroying its usefulness as a record.

Recommendations
Leave the cockling untreated. Continue quarterly inspection. Reassess the enclosure only if the humidity log shows the environment moving, not on a fixed schedule — replacing a working enclosure on a calendar is activity, not preservation.
